A dog was found tethered to a tree in the woods, and the West Caln Township Police are asking for help in locating the person responsible. Penelope was left there to fend for herself without food or water, and it’s a good thing she was found when she was.
No one knows how long she was out there, and the dog had no tag or microchip. The police called the SPCA for help, and she’ll be put up for adoption after the three-day waiting period. In the meantime, Penelope is loving the attention and care she’s receiving! 🙂
